Rail operator saves over 4 million with electronic tenders
Fixed-track operator STASY saved more than 4 million euros in 2013 by using online tenders for simple supply and services projects and encouraging bidding wars, data seen by Kathimerini has suggested.
The fact that STASY has been able to complete a number of projects at prices that are significantly lower than it would have paid in the past reveals that suppliers were regularly overpricing their products and services when responding to time-consuming paper tenders restricting competition.
One example is the replacement and maintenance of fire extinguishers on the Athens metro and ISAP electric railway.
STASY put the maximum price of the tender at 50,000 euros based on what it had paid previously for the same service. Two of the companies that entered a bid had dome similar work for STASY before and proposed a price very near the maximum threshhold. A fourth company, however, entered the fray by offering a price that was half of that budgeted, and clinched the deal.
Improving the tender process has contributed to the overall good performance of STASY last year, the figures show, as the company posted a surplus of over 5.5 million euros, not including state subsidies, in 2013. Initial forecasts had been for a deficit in 2013 of 18.8 million euros.
