MAKARIOS AND HARDING: According to urgent telegrams from Nicosia yesterday evening, following the rejection of repeated proposals by the British government on the status of Cyprus, the Ethnarch Archbishop Makarios has accepted a final plan which was submitted by the British governor of the island, Field Marshal Sir John Harding, as a basis for the commencement of further talks. The acceptance of the plan is due to the persistent struggle of the Cypriot people and the warm support and assistance of the Greek government. With yesterday’s decision by the ethnarch — who had received the counsel of over 500 representatives from a wide range of Greek Cypriot organizations — there has been great progress on the Cyprus issue, which has now entered a new, decisive phase of further developments... Harding’s proposal includes the full recognition by Britain of the Cypriot people’s right to self-determination, although it does not specify the date at which that right may be exercised.
