A policeman covers his ears as a protester shouts into a megaphone during a rally in front of Parliament about a law for special needs schools. At the same time, the Education Ministry revealed that it would remove young children from nursery schools operating without a license and induct them in state-run schools. It is estimated that seven in 10 private kindergartens are also running nursery schools without having received any license from the ministry.
