GREECE-BULGARIA: Prime Minister Constantine Karamanlis yesterday received Greece's charge d'affaires in Sofia, Mr Tranos, and the director of the Foreign Ministry's first department, Mr Christopoulos. The meeting concerned the response to be given to repeated Bulgarian proposals for a full restoration of diplomatic relations between the two countries by appointing ambassadors in Sofia and in Athens. The Greek government believes that the Bulgarian proposals could be the basis for further negotiations to complete the process of restoring diplomatic relations. In particular, the question of payment of war reparations by installments awarded to Greece in the 1947 peace treaty is being dealt with more realistically by Bulgaria. Therefore, prospects are more positive for reaching an agreement which will lead to the full restoration of diplomatic contacts between Greece and Bulgaria. WARRANT FOR ARREST OF GRIVAS: Nicosia, 3 - The British colonial authorities have issued an official announcement that they are seeking the arrest of Georgios Theodoros Grivas (known as Digenis, the head of the National Cypriot Fighters' Organization).
