A banner honoring the memory of 21 schoolchildren killed in a bus accident in the Vale of Tempe on April 13, 2003, was unfurled yesterday during a service at the site of the accident. The memorial, raised by victims’ families, accuses the State of responsibility in the accident and claims the dead were ‘sacrificed on the altar of commercial gain.’
