The six most important unresolved issues
1. Ownership status. A contract for the purchase of the land from the National Bank has yet to be signed. The process of relocating the transport firms cannot begin until it is signed. 2. Expropriation. The area includes small properties that will be expropriated. Though the city council has made the decision, no action has yet been taken. 3. A definitive study. It is due at the end of the month. 4. A ruling by the plenary session of the Council of State, the country’s highest administrative court. Ten local property owners are asking for annulment of the expropriation. 5. A permit for the project. Approval is required from the organizations involved (such as the General Secretariat of Sports, the Archaeology Service and the water utility). A traffic study is also required before the building permit can be issued. 6. Studies for infrastructure projects. These are being conducted by the Ministry for the Environment, Physical Planning and Public Works.
