A worker carries a tray of food into the Finance Ministry building in central Athens yesterday where representatives of the International Monetary Fund, European Central Bank and European Commission held talks with Minister Giorgos Papaconstantinou on the progress of the government’s efforts to curb state spending and qualify for the second tranche of emergency funding from its international creditors. A government spokesman said yesterday that it was almost certain the 9-billion-euro installment would be disbursed in September.
