Turn off their microphones
There is a very simple way to deal with toxic, intolerant talk: Don’t give it a platform. The media should not offer their microphones to people who spew it.
These phenomena are fed by publicity and no prosecutor can stop them. It is the media themselves that must not fall into the trap of sensationalism and scandalmongering that “boosts TV ratings.”
