USA-FRANCE-EUROPE: London, 31 – A «tragic decision» was how United States Secretary of State John Foster Dulles, in a special announcement today, described yesterday’s ruling by the French National Assembly that virtually «buried» the European Defense Community, while US President Dwight D. Eisenhower tonight said that the rejection of the treaty was a «serious defeat in the struggle against international Communism.» Foster Dulles’s announcement says that France’s negative action forces the United States to re-examine its foreign policy with regard to Europe. GERMANY: London, 1 – The British Cabinet met today in an emergency session chaired by Sir Winston Churchill and decided to propose a convention of member states of the European Defense Community, the United States and Britain, in order to find a way to re-arm Western Germany. Britain will propose at the convention that West Germany be armed, but with a simultaneous guarantee against any revival of German militarism, and that Germany immediately be made a member of the Atlantic Alliance.
