Seagulls fly over scavengers rooting through trash on the landfill at Fyli in northwestern Athens. The 2.8-hectare dump had originally been destined to replace Attica’s main dump in nearby Ano Liosia, a sprawling 100-hectare site that violates European Union waste disposal directives. Brussels has warned Athens to get its act together and meet EU standards on waste management or give back subsidies. The criticism is not limited to Athens; authorities have been told to clean up hundreds of landfills operating illegally across the country.
