Transfers a tricky issue
The issue of whether or not students should be allowed to transfer to any university they would prefer to the one they entered via national exams is extremely complicated.
On the one hand, families with three or more children are right to demand free transfers when they have to bear the cost of one or all their children studying away from home. On the other hand, making transfers unconditional will open a whole new can of worms.
A major influx of students to universities in big cities may push the institutions over their already stretched capacities. Also, universities in rural parts of the country or on the islands will likely see a huge outflow of students.
There is also the question of students who did not make the grade to enter one of the country’s larger universities being allowed to do so not on the basis of merit but of geography.
These are all questions the education minister needs to ponder carefully before reaching any decisions.
