Spain: Two parts

In April 2001, the plan by the Spanish Council of Universities for higher education evaluation was approved. It provides for two phases. The first, projected to last for six years, is under the auspices of the Council of Univerisities, which coordinates the bodies that cooperate with universities, such as municipalities and professional associations. Annual assessment includes internal evaluation by university staff, external evaluation by non-university bodies and a final one that is the collation of all the annual reports. A similar system is in operation for technological insitutes. In the second phase, a national committee will evaluate universities’ performance in research and education and their administrative functioning on the basis of the results of the first phase.
