The final British plan

The final text of the British counter-declaration includes the following points: – The EU and member states make it clear that Turkey’s declaration about the Republic of Cyprus is unilateral, it is not part of the Protocol and it has no legal validity concerning the obligations of Turkey that arise from the Protocol. – The EU and member states await a full, unprejudiced implementation of the Additional Protocol and removal of all obstacles to the free movement of goods, including restrictions on means of transport. – Turkey must fully implement the protocol with all EU member states. The EU will keep a close watch and will evaluate the full implementation of the Protocol in 2006. – The EU and the member states emphasize that the start of negotiations on the relevant chapters depends on Turkey’s meeting its obligations to all member states. Any failure by Turkey to fully meet its obligations will affect the overall progress of the negotiations.
