At this time of great risk it is hugely important that the state has a formal channel of communication with the citizens affected. There are now means through which the authorities can reach out to all people and convey information or instructions instantly.
The informal statements by local administration officials to the media are not only superfluous; they are also dangerous because they add to the confusion.
