Does anyone care?

Local authorities and the rest of the public sector had supposedly made a commitment to put together – and implement – a plan so they could save energy during the difficult winter that lies ahead.

Having ministers turn up complaining without getting into specifics that the different arms of the state are not complying with the directives is not just a paradox – it is completely futile.

The organizations, agencies and departments that are not complying need to be identified; not in order to shame them, but so as to mobilize them to make good on their commitments, even at the final hour.
