A tale of ineptitude
The situation with engineers and their social security contributions is a perfect example of the inefficiency and ineptitude that defines the state apparatus.
Every month as of March, thousands of engineers across the country will have to pay not just their usual social security contributions, but also dues from the last couple of years resulting from new legislation that was not implemented as soon as it was passed for technical reasons.
Authorities were basically unable to calculate what contributions each sector of self-employed professionals had to pay based on the real income of each registered professional, and the outcome now is that tens of thousands of engineers have been saddled with a debt that they will very likely be simply unable to pay.
