Rewarding performance

The introduction of a performance-based bonus system for Greek civil servants could be a way to distinguish and reward those who prove worthy of their office. 

However, the new measure will only live up to its reformist pledges if it is based on genuine and unbiased criteria.

Rewarding performance is one thing. Handing out benefits as part of a patron-client system is quite another.
